As part of the Council’s Fleet
Replacement programme, there are a number of sweepers that need to
be replaced over the next 10 years (which covers 2 cycles of
replacements).
In total the Council will be looking to replace the
following:
Compact Sweepers (Lot 1):
1. April 2018 to March 2019 - Quantity three (3)
2. April 2019 to March 2020 - Quantity two (2)
3. April 2022 to March 2023 - Quantity three (3)
4. April 2023 to March 2024 - Quantity two (2)
Truck Mounted Sweepers (Lot 2):
1. April 2019 to March 2020 - Quantity one (1)
2. April 2020 to March 2021 - Quantity one (1)
3. April 2025 to March 2026 - Quantity one (1)
4. April 2026 to March 2027 - Quantity one (1)
The above replacements are included within the Council’s
Capital Programme.

The Council have been utilising Lone Worker
Devices for a number of years to ensure the safety of employees,
especially employees who work alone or work at risk.
The Council have utilised the same provider for a number of years
so it was decided to tender the opportunity to allow us to review
the market and ensure we are obtaining value for money.
The Council carried out an OJEU compliant tender process looking at
both price and service delivery. Skyguard’s solution
evidenced as part of the tender process that their solution was
best fit for the Council and also provided the best value for money
solution of all the tender submissions received.

That approval is given for either DBC to make or for DBC to submit to Hertfordshire County Council to make a Traffic Regulation order required to prevent blue badge parking along Bridge Street, west of Waterhouse Street and to seek delegated authority from HCC to enforce the Traffic Regulation Order.
6. That Cabinet recommends to Council approval of a supplementary capital budget of £165k in financial year 2019/20 to enable the project to be delivered.
7. That the use of s106 income and income from sustainable transport funding from HCC to supplement existing budgets on this scheme; the virements brought in from these sources will increase the respective project budget be approved.
8. That Cabinet recommends to Council a supplementary one off reserve draw down of £25,000 in 2019/20 to support the delivery of the project, funded from the Planning and Regeneration Project Reserve.

The Council are currently in the process of
constructing 79 new affordable flats and a managed business suite
at Kylna Court (formally known as Wood House).
The Council recently carried out an OJEU compliant tender for the
maintenance of the telephone system at Maylands Business Centre and
the installation and maintenance of the telephone system for the
business suite at Kylna Court.
The Council have already awarded the first part of this contract to
Essensys Limited for the maintenance of the phone system at
Maylands Business Centre however we have held off awarding the
contract for Kylna Court as we were still waiting for further
information before we could formally award the contract for Kylna
Court.
This has now been finalised so the Council would now like to move
ahead so Essensys can start ordering the equipment to ensure the
phone system has been installed in time for the opening of the
business centre.
