P Wortley introduced the item and advised that the purpose of the report was to present a revised version of the Council’s Licensing Enforcement Policy for adoption. This was an existing policy which was due to be reviewed and only minor changes were proposed. At the meeting of this committee on 21 September 2021 it was agreed that the revised policy would be put forward for public consultation. Public consultation was carried out over a 4 week period and the results were reported in the agenda. 

Councillor Bhinder referred to page 25 relating to the strike system. He sought clarification on the rationale of the system as he felt two years wasn’t a particularly long period of time. 

P Wortley explained that two years was considered a reasonable amount of time as drivers had to change their licences every three years.

Councillor Bhinder questioned whether that meant the decision was actually made by the Local Authority rather than a statutory decision.

P Wortley confirmed that was correct.

Councillor Johnson noted that the penalties were published. He queried whether there was evidence to suggest that publishing penalties was having an effect on other drivers, for example, a penalty that had been posed for a driver’s actions or inactions.

P Wortley said he couldn’t see that there were any adverse effects and advised they would do all they could to assist individuals where possible.

Decision

That the Committee adopt the document at Appendix A of the agenda as the Council’s Licensing Enforcement Policy for a 5-year period from the 14 December 2021.

P Wortley introduced the report and explained that the Sex Establishment Licensing Policy was an existing policy due to be reviewed. He advised there was a slight change proposed which was minor, however there were no implications expected as a result of that change. Public consultation was required on the revised policy and the results would be reported back to this committee.

That consultation be carried out on the draft Sex Establishment Licensing Policy, with responses to be reported to a future meeting of the Committee.
