Minutes:

Lead Licensing Officer Sally Mcdonald introduced the report and stated that at the meeting of the Licensing and Health and Safety Enforcement Committee on 10th September, Members agreed the draft content of the Dacorum Borough Council Animal Licensing Policy, and also agreed that the draft policy go out to public consultation.

S Mcdonald stated that consultation commenced on 13th September, during which time the draft policy was published on the Dacorum Borough Council website inviting responses between then and 25th October. She added that all licence holders, a selection of neighbouring authorities, internal departments of the Council that they notify during the application process, and DEFRA were all e-mailed directly to notify them of the consultation.

S Macdonald said that one response was received during that period, from a current licence holder that operates a dog home boarding business in the borough. She continued that their e-mail does not refer to the content of the policy, rather the interpretation of DEFRA guidance by us compared with other authorities. S Macdonald noted that this e-mail and their response is set out on page 4 of the agenda.

S Macdonald stated that, this being the case, she request that Members note the response to the consultation, and agree the Dacorum Borough Council Animal Licensing Policy with no further amendments.

Decision

That the Committee considered the consultation response in respect of the draft policy and unanimously agreed to adopt the Animal Licensing Policy.
