OD-025-2021-Electronic Vehicle Charge Point (EVCP) Contract

As part of the Council's approach to tackle the climate and biodiversity emergency, in April 2021 Cabinet agreed for the Council to make an application to the Onstreet Residential Chargepoint Scheme.
This scheme will fund 75% of the cost of installing new Electric Vehicle Charge Points in Council owned car parks.
Following a discussion with a couple of service providers it has become clear that providers would be willing to fund the additional 25% that would usually be funded by the Council, this would result in the EV charge points being installed at no cost to the Council.
The Council already have 11 EVCP's in-situ in Council owned car parks and these have all been provided by and operated by BP Pulse, the benefit of this approach ensures that the EVCP assets are managed by one company giving a consistent service to residents.
The Council are able to utilise an ESPO framework agreement to carry out a direct award to a service provider.
Delegated authority was provided by Cabinet in May 2020, The creation of a budget for the Climate Emergency of £75,000 in 2020/21 and authority be delegated for its expenditure be made to the Corporate Director Housing and Regeneration and the Assistant Director Corporate and Contracted Services in consultation with the Leader be approved
And further authority was provided by Cabinet in April 2021, That the Council makes an application to the On-street Residential Chargepoint Scheme and initially uses the Climate Emergency Budget to match-fund.
