Supports the Council to deliver another
flagship housing scheme for the Borough, a high-quality development
designed in accordance with the latest Design Guild and
Employer’s Requirements in the form of 14 houses and 18 flats
at Laidon Square, Marchmont Fields, Hemel Hempstead.
By involving the Contractor at the early design stage, which is
currently underway, we can ensure a more cost effective and
buildable design in cooperation with Bugler Developments Ltd during
the stage one pre-construction design and planning period on the
development.
This process is delivered using an Industry Standard two-stage
tendering procurement contract model through tenders obtained from
the Catalyst Housing Framework, Lot 1, which was offered to 12
Contractors in total.

Recent changes in planning rules mean that a
range of commercial premises including shops, cafes, gyms and other
services could be converted to houses or flats without the need for
planning permission.
The Council is particularly concerned about the effects this could
have on the main shopping area in Hemel Hempstead Town Centre, as
it could lead to shops, cafes and gyms and other business premises,
which provide services to the community, being lost.
The making of an Article 4 Direction to take immediate effect
protects the main parts of the town centre from the loss of shops,
cafes and other such business premises to residential use.
