Mayor

To elect a Mayor to hold office until the appointment of a successor at the Annual Meeting of the Council in 2024.

 

Minutes:

Councillor John Birnie made a speech in relation to his year as Mayor of Dacorum.

 

Councillor John Birnie asked for nominations for the election of a Mayor to hold office until the appointment of a successor at the Annual Meeting of the Council in 2024.  

 

It was moved by Councillor C Hobson, seconded by Councillor Sally Symington and unanimously;

 

Resolved:

 

That Councillor William Allen be appointed Mayor to the Borough of Dacorum until the appointment of a successor at the Annual Meeting of the Council in 2024.

 

Councillor John Birnie vacated the chair which was taken by Councillor William Allen who made his declaration of acceptance of office.

 

Councillor William Allen delivered a speech of acceptance.

 

The newly elected Mayor referred to the duties carried out by Councillor John Birnie as Mayor of the Borough of Dacorum during the past year.

 

It was moved by the Mayor, seconded by Councillor Tindalland unanimously;

 

Resolved:

 

That the Council tender to Councillor John Birnie their most cordial thanks for the admirable manner in which he has discharged the duties of the office of Mayor of the Borough of Dacorum during the past year and place on record their appreciation of the energy and sound judgement which distinguished his actions during that period:  That the Seal of the Council be affixed to a copy of this resolution and that it be presented to him in recognition of his services as Mayor of the Borough of Dacorum.

Deputy Mayor

To elect a Deputy Mayor to hold office until the appointment of a successor at the Annual Meeting of the Council in 2024.

The Mayor asked for nominations for the appointment of the Deputy Mayor to hold office until the appointment of a successor at the Annual Meeting of the Council in 2024. 

 

It was moved by Councillor Tindall, seconded by Councillor Pringle and unanimously;

 

Resolved:

 

That Councillor Brenda Link be appointed Deputy Mayor of the Borough of Dacorum until the appointment of a successor at the Annual Meeting of the Council in 2024.

 

Councillor Brenda Link made her declaration of acceptance of office.

Apologies for Absence

To receive any apologies for absence.

Minutes:

Apologies for absence were received on behalf of Councillors Capozzi, Mottershead, Elliot and Johnson. 

 

The Mayor gave apologies on behalf of the Chief Executive, Claire Hamilton, who was represented by the Deputy Chief Executive, Catherine Silva Donayre.

To receive any declarations of interest.

Announcements

To receive official announcements and business brought forward by the Mayor and the Chief Executive.

7.

Appointments of the Leader, Deputy Leader, Cabinet, Overview & Scrutiny and Regulatory Committees 2023/24 pdf icon PDF 66 KB

Minutes:

It was proposed by Councillor England, seconded by Councillor C Hobson and agreed that Councillor Tindall be appointed as Leader of the Council until the Annual Meeting of the Council in 2027 (unless the term of office is brought to an end earlier in accordance with the Constitution).

 

Proposals for the Deputy Leader, the Cabinet, Chairs and Vice-Chairs and Members to serve on the Standing Committees until the Annual Meeting of the Council in 2024 were circulated as set out in Annex A to these minutes and agreed.

 

8.

Appointment of Representatives on Outside Organisations

The full appointment to outside organisations will come to the next meeting of the Full Council. In the interim, it is proposed that Councillor Jane Timmis is the representative for (London) Luton Airport Consultative Committee.

The following appointments were agreed:

 

1.         Councillor Jane Timmis - (London) Luton Airport Consultative Committee

2.         Councillor Terry Douris – West Herts Crematorium Joint Committee

3.         Councillor Ron Tindall - LGA General Assembly

 

Full appointments to outside organisations will be discussed at the next meeting of the Council on 12 July 2023. 

 

The Mayor advised that concluded the business for the evening and declared the meeting closed.
