Purpose:

The award of this contract following a compliant tender process will provide the Benefits Service with resourcing resilience in order to maintain performance and reduce the risk of financial hardship and eviction to residents of the borough.

Decision:

To award the contract for the Housing Benefit resilience service to Liberata UK Ltd for a period of three years with the option to extend for one further year.

Alternative options considered:

Option 1 - Contract for on-demand resilience service that will provide flexibility and reliable capacity.
Option 2 - Use agency staff for resilience. This can be inflexible and difficult to source quality candidates.
Option 3 - Maintain the status quo, risking reduced performance and increasing the risk of financial hardship for residents.
