The initial contract commenced in April 2018
and is due to end in March 2023.
As part of the Council’s Commercial Programme, the service
have been developing a Full Business Case on parking and one aspect
of this is the implementation of ‘smart’ technology in
parking. Dialogue has been held with Saba and other providers of
this type of technology to look at whether it would be worthwhile
implementing this in Council car parks.
The parking FBC has recommended that the due to the dependencies
between any ‘smart’ technology and the parking
enforcement systems, it may be better suited for the inclusion of
‘smart’ technology as part of the recommissioning
process for the parking enforcement contract. This will enable the
Council to make a decision on whether they would want to implement
this technology and if they do, whether this will be as part of the
existing Parking Enforcement contract or through a new tender
process.
As a result of the FBC being undertaken during 2022/23, the
recommissioning of the parking enforcement contract was delayed
until the outcome of the decision around using ‘smart’
technology became clear. The current parking enforcement contract
will therefore need to be extended from April 2023 to enable the
commissioning and procurement of a replacement contract to be
undertaken.
The recommendation is to agree to the 2-year
contract extension period as set out in this report, from April
2023 to March 2025.
Extending the contract for a 5 year period,
but this was discounted as there is a need to look at a quicker
implementation of 'smart' technology in car parks and this will
impact on the parking enforcement contract.
