The Council’s Environmental and
Community Protection department is increasingly involved in the
time-consuming management of more complex and wide ranging
environmental cases such as fly tipping, commercial waste, illegal
burning and abandoned vehicles. This doesn’t leave sufficient
resources for a sustained high visibility presence on observational
offences such as Public Spaces Protection Orders (PSPO) and
littering enforcement that is required to effect ongoing
behavioural change.
In November 2020, the Council obtained approval to enter into a
short term pilot contract with a specialist contractor to deliver
Public Spaces Protection Order and Littering Enforcement in the
borough.
The Council have carried out an open market tender process which
has been advertised on both the local and national portal. Bidders
were evaluated against previous experience, service delivery and
costs and out of the 4 tenders received, District Enforcement Ltd
scored highest by demonstrating their experience and ability to
deliver the contract to a high standard.
This contract is for 12 months however there is an option to extend
the agreement for a further 4 years. As part of the 12 months, the
Council will obtain management information to support the decision
on whether to continue with the contract or not.
To award a 12 month contract to District
Enforcement Ltd for Public Spaces Protection Orders and Littering
Enforcement.
The Council have decided to carry out a 12
month pilot with a enforcement company. During this period the
Council will decide whether this will work long term. If the pilot
is successful then the Council will then extend this agreement for
a further 4 years.
