Reason:
2.A new tenant will be moving in to the Forum in March 2019, as part of this arrangement they require 70 dedicated parking spaces which will be provided from the Water Gardens North Upper Deck car park.
The remaining 238 bays will be used by other staff located at the Forum. As a consequence, there will be a need to make the upper deck permit holders only during Mon – Fri between the hours of 8am - 6pm for most users and Mon – Sun 8am – 6pm for a number of Interserve staff.
To ensure that these bays are enforceable, there is a need to create a red zone and a white zone so that it is clear for users where they can park their vehicles.

1.To amend the TRO at the Water Gardens North Upper Deck car park as follows:
a.Introduce a new dedicated parking area of 70 bays (red zone) for exclusive use during Mon – Fri 8am – 6pm
b.Introduce a new dedicated parking area of up to 238 bays (white zone) for exclusive use during Mon – Fri 8am – 6pm
c.Permit holders only are permitted to use the red zone and the white zone during Mon – Fri 8am – 6pm (excluding bank holidays) or Mon – Sun 8am – 6pm dependent on permit type.
d.Move the electric charge point from the upper deck down to the lower deck.
e.The red zone and the white zone is open to use by the general public during Sat

Alternative options considered:

If the TRO is not amended, there is a real risk that the new tenant will not be able to move in to the Forum.
