Purpose:

The Council appointed Altair, via the Bloom Framework, to provide Strategic Asset Management Procurement Support on the Repairs and Maintenance re-procurement project and Project Management support on the HTIP Programme in December 2022. Altair, via Bloom, were appointed to carry out both roles, due to the interdependencies between both projects.
The Council have obtained approval to extend the Repairs and Maintenance contract through to completion via a Cabinet Decision in January 2024.
This Officer Decision Sheet will provide authority to complete the HTIP Project Management work, through to completion in 24-25.

Decision:

To approve the extension of the agreement with Bloom Procurement Services Limited to support the HTIP Programme, including:
1)Provision of Project Management Office support throughout the delivery of the transformation programme.
•Support effective and efficient governance, planning, reporting and project management support to enable successful delivery across multiple workstreams.
•Review, realign and create agreed workstreams to facilitate effective delivery simplifying workstreams, managing dependencies, and prioritising activity
2)Develop and implement a new Operating Model for the housing function.
•Engage key stakeholders in developing and planning an effective target operating model, advising on the key benefits and opportunities and exploring key design themes and features (e.g. in-outsourcing; internal commissioning models; tenancy services delivery model; resident ‘ecosystem’ and access models; etc.)
•Once a new model is identified, design and develop key processes to transition the TOM into day-to-day operations
•Support the effective procurement, allocation and delivery of Total Asset Management
•Support the development of strategic plans related to the housing function.

Alternative options considered:

This contract has already been approved by the Council, this is just extending the agreement of the contract.
If this contract is not awarded then the Council will find it difficult to deliver the rest of the HTIP project within current resources.
The Council would need to consider bringing in other external support, either through another consultant or interim support which will provide delays for the project and increase costs in the long run.
