Purpose:

With the arrival of a new CEO and the impact of the pandemic there is a need to support the development of our leadership team in Dacorum. It provides an opportunity to re-set the way the team works together and engages across the Council.
This programme will develop the leadership capability of Dacorum’s senior teams (Chief Officer Group (COG), Senior Leadership Team (SLT) which includes the Assistant Directors and the Corporate Leadership Team (CLT which includes the Group Managers. They will be able to engage their teams, facilitate their growth and development and they will have access to a sustainable tool kit of intervention.
The company the Council wishes to use are Vital Minds Business Training. The new CEO has direct experience of working with this company in another Local Authority and they have a proven track record over the last fourteen years of successful training, coaching and mediation across the globe within the corporate, public and third sector.
This type of programme is an important way to provide leadership development and it would be difficult to award this through a normal tendering process during the pandemic as we would not be able to meet alternative providers face to face due lockdown restrictions. The fact that this company is already known and has provided value for money for another Council makes it appropriate for this to be a direct award contract.
The Council are awarding this contract as a direct award from the Yorkshire Purchasing Organisation Framework Agreement 940 Managing Consultancy and Professional Services. Consultancy+ are the only provider on this framework agreement and have access to over 10,000 consultancy partners delivering specialist advice and support to the public sector.
The Council will have no direct commercial relations with Vital Minds Business Training, this contract will be between the Council and Consultancy+.

Decision:

To award a contract to Consultancy+ (which is the professional services and consulting arm of Reed Global) to contract with Vital Minds Business Training for the delivery of the Dacorum Leadership Development Programme.

Alternative options considered:

The Council does not have the internal capability to deliver a wholescale leadership programme. It requires external support with the right skills and experience to deliver this development to the leadership teams. It would be difficult to award this through a normal tendering process during the pandemic as we would not be able to meet alternative providers face to face due lockdown restrictions. The fact that this company is already known and has provided value for money for another Council makes it appropriate for this to be a direct award contract.
