PH-033-22-Part 2 - Recruitment Agency Framework

The decision approved by the Council’s Commissioning Board is to utilise the Crown Commercial Services Non Clinical Temporary and Fixed Term Staff RM6160 Framework Agreement which covers the Council’s agency requirements and includes a number of agencies which the Council is currently using. The Council has undertaken a benchmarking exercise on a number of roles and this shows the lowest agency mark-up rate on the framework is lower than the rate the Council is currently paying for the selected roles.


The framework has over 120 recruitment agencies which creates a competitive market for worker placements which in turn drives down agency mark-up rates. Aligned to this competitive agency framework the Council should expect a broader quality of available workers.


This solution will not initially apply to cupid green front line workers as there is exploratory work currently underway on the most appropriate agency solution for the operations at cupid green where worker requests need to be met immediately.
