The Procurement process used was a further
competition using the Crown Commercial Services RM6188 Audit and
Assurance Services Framework Lot 1. All suppliers on Lot 1 were
invited to bid via the Councils e-tendering portal. This is fully
compliant with the Public Contract Regulations 2015.
Two bids were received, evaluated against the award criteria. TIAA
scored the highest overall score.

The implementation of the Procurement Act 2023
requires the Council to update is governance arrangements in
relation to commissioning, procurement and contract
management.
The Council has updated and simplified the Commissioning &
Procurement Standing Orders, and these were approved by Council in
February 2025.
The Supplementary Technical Instructions is an additional guidance
document that has been developed. This document provides officers
with clear advice and guidance on how to comply with the the
Council's own governance arrangements and national legislation when
undertaking commissioning and procurement activities.
The document also refers to a range of commissioning and
procurement guidance and templates that are available for officers
to download from the Procurement SharePoint Hub.
The guidance and templates will ensure compliance, risk mitigation
and a commercial approach to all third party expenditure.

part of MHCLGs PropTech programme.
The Council has received grant funding as part of the new round of
PropTech, and it is therefore recommended that the appointment of
31Ten be extended.

the viability tool in support of the Strategic Asset Review (SAR),
the Investment Partnership (IP), and replace the Housing
