08/01/2019 - Award of a consultancy contract to prepare Strategic Sites Design Guidance ref: 853    Recommendations Approved

This contract supports the preparation of DBC and SADC Local Plan’s and the delivery of strategic sites within Hemel Garden Communities.
The purpose of the Strategic Sites Design Guidance is to develop a framework and Supplementary Planning Document (SPD) to ensure strategic sites coming forward through the Local Plan and Hemel Garden Communities achieve a high quality design of new homes, with good architecture, layout and effective landscaping. By adopting the guidance as an SPD it will be material consideration for planning applications and enable Development Management to negotiate with developers to achieve higher standards.
This joint work with SADC will ensure that strategic sites within their local authority area that are adjacent to Hemel Hempstead follow the same guidance and quality design standards criteria to benefit the town as a whole.
DBC has received a Planning Delivery Fund grant of £60,000 to support this work

04/01/2019 - To amend the current Traffic Regulation Order (TRO) for the Water Gardens North Upper Deck car park from March 2019. ref: 852    Recommendations Approved

Reason:
2.A new tenant will be moving in to the Forum in March 2019, as part of this arrangement they require 70 dedicated parking spaces which will be provided from the Water Gardens North Upper Deck car park.
The remaining 238 bays will be used by other staff located at the Forum. As a consequence, there will be a need to make the upper deck permit holders only during Mon – Fri between the hours of 8am - 6pm for most users and Mon – Sun 8am – 6pm for a number of Interserve staff.
To ensure that these bays are enforceable, there is a need to create a red zone and a white zone so that it is clear for users where they can park their vehicles.
