Sally Mcdonald presented the item as the Licensing Team Leader was unable to attend.  

 

‘The Gambling Act Statement of Principles and Local Area Profile were brought before the Committee on 22nd May this year, where the content was agreed and the Committee agreed to the commencement of consultation.

 

This was carried out over a period of eight weeks, during which time three responses were received.  The first was a minor administrative correction to a telephone number from HMRC.  The second was from Public Health at Herts County Council who praised the content of the Statement.  The third response from the representative of the Association of British Bookmakers sought a minor amendment to the content, the details of which are set out on page 13 of the report.

 

The revised statement must be published by 3rd January 2019 at least four weeks before it comes into force on 31st January 2019, so we are requesting the Committee’s endorsement of both documents in their current form and agreement to refer them to Full Council for approval and adoption.

 

As Nathan, the Licensing Team Leader has carried out this piece of work he asks that if members have any questions relating to it, he would like to respond upon his return to office.’

 

Cllr Hearn invited comments.

 

Cllr Douris said that it may make sense to agree to the request from the Association of British Bookmakers to change paragraph 12 slightly as it is only a minor change and should strengthen our case, even though Nathan does not think it is necessary. The Committee agreed.

 

Resolution

 

That the Licensing Committee agree the referral of the Gambling Act Statement of Principles and the Local Area Profile to Full Council for adoption, subject to paragraph 12.1 of the statement being amended to reflect the change requested by the Association of British Bookmakers on page 13 of the report.
